Age really shouldn’t matter.
If he wants to have sex and Miley doesn’t and he forces her into it, yes it’s rape.
She can always tell her dad and everything will eventaully get settled.
But if they both have sex willingly their is nothing you can do about it, because nobody else would obviously know…
And also fourteen year old boys will rape fifteen year old girls or what not.
